If you cannot remember your 28 character recovery key (How to generate a recovery key - Apple Support) and cannot remember your AppleID password, then you won’t be able to use that AppleID. When you enable a recovery key, it is imperative you store the key somewhere so you can always use it. Without it, there is no way for Apple to recover your AppleID. Enabling a recovery key disables the ability to use account recovery. That’s why it is absolutely necessary to keep that key saved somewhere so you always have it.


So unless you can find that key, or recall the password, there is no solution to your situation, as mentioned in that article I linked to above.


Using a recovery key is more secure, but it means that you’re responsible for maintaining access to your trusted devices and your recovery key. If you lose both of these items, you could be locked out of your account permanently. With that in mind, it's important to keep your recovery key in a safe place. You might want to give a copy of your recovery key to a family member, or keep copies in more than one place. That way you always have your recovery key when you need it.“
