Why don't recognized faces show up in People to be tagged?

It says 59,939 photos scanned, 738 remaining, but only relatively few faces appear. Is there a way to A. re-trigger face scanning or B. Get more faces to appear? When I click on individual photos, it prompts me to tag them as a person, but only about 50-60 faces actually appear in People

That is how it is supposed to be working since macOS 10.12 Sierra. The previous versions of Photos have shown us all detected faces, and we could delete faces of people we are not interested in. But it is no longer possible to delete automatically detected faces. Because all faces of strangers in the background or statues or paintings are always kept around, Photos is hiding initially most of the faces. So Photos is only adding a few people tom the People album - only for people that seem to be important to us, because they have been recognised in many photos. The other People albums are kept hidden, ready to be added, if we want them.

We have to add the additional people we want to see in the People album manually. If you come across a photo of person, that you want to see also in the People album, view the photo enlarged, then look below the photo in the Details, if there is a faces thumbnail. Click the thumbnail to open the hidden album of this person and name it to add it to the People album. If you are seeing "Confirm additional faces" in one of the albums, click it, to confirm more faces, where Photos has not been sure, if it is really the same person.
