Is there a fee to send Apple Cash if it’s coming from your personal visa/ bank account?

Apple does not charge a fee for sending Apple Cash -- it doesn't matter whether it comes from your Apple Cash or from a debit card. Also see: Send and receive money with Apple Pay - Apple Support

The only fee related to Apple Cash is if you to an "Instant Transfer" from your Apple Cash to your VISA debit card. See the following from Transfer money in Apple Cash to your bank account or Visa debit card - Apple Support
