Why I can’t I download Snapchat on my iPhone 11

snapchat was crashing for me, I tried restarting, resetting network, reset settings, tired changing WiFi, checked for updates, and lastly I deleted Snapchat to re-download it. Now I can not re download it. I also tried singing out of apple and back in and I can still not download it. Please help. IPhone 7 14.6
The evening of July 29 the app store was down for a couple of hours, and by coincidence Snapchat’s servers were also down. The app store problem was resolved later the same evening, and Snapchat’s server problem was also. However, the App Store was also down today for about 15 minutes around 1 PM ET.
Yes, Snapchat is free. BUT, Snapchat offers In-App Purchases, as do most free apps. This means if you don't have a payment method tied to your account, you cannot download any app which offers In-App purchases. Do you have a credit card tied to your account?
Mine won’t download either first it quit opening on my phone so I deleted to redownload and it wont
It has the Icon for me to re-download it but when I press it it just spins and doesn’t download.

Oh ok I still can’t seem to download snap again and it’s asking for a payment (isn’t it free)?
It is not asking for a payment, it is asking you to have a valid payment method in the App Store even for free apps.
