I have a 12 mini iPhone. I got few blank nfc tags on Amazon and encoded ndef message. It works in nxp reader or writer app. But nfc background reader in iPhone 12 mini is not responding. And yes my iOS is updated. I cannot also find nfc tag reader in control Center.
