 Watch 3 (GPS) - Lost Mode

After my  Watch 3 (GPS) gets stolen how does it connect to WiFi so I can put on lost mode whilst it has passcode lock enabled? Technically it’s impossible to locate watch or put on lost mode if it doesn’t connect to any iOS device or WiFi once its lost?

When you watch is in Lost Mode, if someone tries to power-up your watch, the first and only thing they will see is the Lost Mode screen with whatever custom message you put on it.
