Snapchat wouldn’t open and won’t re-download after deleting

My Snapchat wouldn’t open so I tried restarting my phone multiple times with no success. I then decided to try deleting and re-downloading the app. Now in the App Store it shows the cloud with an arrow and when I click it it starts loading for a while and then the cloud appears again. I again tried restarting my phone, multiple times, and again had no luck.
