MacBook Pro will not start up

I am unable to start my MacBook Pro. It's a 2019 with an intel processor. When I try to start it, it goes partially through the process and then stops. Then, at the bottom of the screen are a series of blurry apple logos. It cycles continually from there. There are little gears next to each logo, spinning as if it's trying to start. The screen goes blank after a few seconds as if it's trying to start and then I see the apple logos again. i have run the Disk Utility repair process. This happened once before and just resolved itself.

Hi,

Try to start up your MacBook Pro in Safe mode if it's a software related issue.

Start up your Mac in safe mode - Apple Support

If it doesn't help, you'd better contact Apple Support or make Genius Bar reservation if your local retail Apple Store is open or find opened local Apple Authorized Service Provider to be examined your MacBook Pro.
