Your Apple ID has been compromised: If you think your Apple ID has been compromised - Apple Support
You’re going to be trying to recover the Apple ID, and resetting all—all—of your passwords. All. Of. Your. Passwords.
The loss of this iPad is almost incidental here, with the damage that can be done with control over another’s an Apple ID.
Recover the Apple ID if you can, and then follow the previously-linked lost-device sequence. If you can. A lost Apple ID means thar the device can be released from your ownership and access and tranferred, and there is no Find My or remote-wipe or other recourse available. Not without involving direct negotiations with the holder of the device, or potentially the police of other local authorities if that’s an option here, that is.

🤔What kind of a friend would do that?
Modify your Credentials:
If you get this back, by all means, modify your credentials. So, log into iCloud, and modify your credentials, starting with a new, strong password and using a new eMail address (for Apple).

Oh. I see.
Contact Apple Support:
So, contact Apple Support and see if they can assist you with getting access to your account. As you might suspect, no one here would have access to your account. So, contact Apple Support. They’ll run you right through the fix.
Contact Apple Support:
Note: Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)
Modify your Credentials:
Once back in, modify your credentials, as I mentioned above.

It’s too late. Next time, you will know better.

Perhaps the authorities can assist.
