one of my adult family members is having problems purchasing apps. Even though I have given him the security code on the back of that credit card it still won't let him buy anything. How do I fix this? He is listed as an adult on my Family account and purchase sharing is enabled.
If you are the family organiser, you should have the valid credit card info on your account.
Then you invite family member to join, they do not need your credit card, It will automatically booked from your account,
Go through => Set up Family Sharing again
