I have a set of headphones about 6 years old, but they are comfortable and I like them. My née iPad Air 2 sees them, but won’t connect to them. It also sees my iPhone 7 and won’t connect to it. Doesn’t see any other Bluetooth devices in the house. Does it have higher standards? Are my devices too old? Have tried restarting, turning Bluetooth in and off, etc.

If they work fine with your iPhone, here's something that might work:
1) Turn off bluetooth on your iPhone or shut it down
2) Put the headphones in pairing mode
3) Try again to connect them to your iPad

The headphones connected fine to my iPhone. I connected the iPad to a speaker that I knew worked. I feel like the technology in the headphones weren’t up to standards for the iPad. Went and bought new earbuds and they work fine. Sad that I had to do that because I liked my earbuds.
The iPad will not connect to your iPhone, and this is expected behavior.
Are the headphones paired with any other devices in your house? Are you certain they are in "pairing" mode?
