Facetime on a disconnected iphone

After my grandpa died, we disconnected his iphone so we wouldn’t have to pay for his line. But my grandma was hoping she could still do facetime with her kids/grandkids, but know she says it wont connect to facetime. Does she need to have my grandpa’s iphone on a payed plan (actual line that can also make/receive calls)to be able to use facetime only?

No, you do need to have cellular service to use FaceTime because it can work over Wi-Fi as well. Your grandpa’s iPhone is probably setup with his Apple ID and his original phone number. That cellular service has now been disconnected and so is the phone number. FaceTime therefore cannot connect using a phone number. You will have to setup FaceTime again, on your grandpa’s iPhone, by using only an email address. Your grandma can then FaceTime by contacting that email address.
