I have a sony a8h oked tv, and home theatre. Normally I watch Netflix from tv apps, someone told me, if I watch Netflix from apple tv 4k box, connected it to av receiver, the sound quality and picture quality will be much better than tv apps. Is it ture? Or is the sound lossless ?

It depends on the exact components and connections. In both instances, it will probably output the best possible audio stream that the hardware will support.
The Apple TV box can output Multichannel (up to 7.1) or Dolby Atmos (when Atmos-capable audio system is connected). So that relies on other hardware as well.
