I keep getting this message although my billing account is up to date and being used on Apple Pay

What to do.

Will they cut of my iCloud storage?

Where do you see that message? If it's an email it could be spam if your payment information is in fact up-to-date as you stated.

It is in an email. Maybe spam – I notice that the Apple Payment due has actually come out of my account.
