Only Apple user in household is underage - can I effectively use Family Sharing without an Apple product?

I purchased an iPhone for my 9 yo son - he is the only apple product user in the household. Can he not be "owner" of the phone? It lists the phone as mine....so when I log-in to my Apple ID via a browser, it sends the verification to his phone... I also have not been able to accept or verify his app store downloads.

You may have already done some of this.

It can be done using one device, but it is a bit more difficult using only one device. On the device, sign into iCloud with your Apple ID and set up Family Sharing. Create the child's ID. Sign out of your ID and sign in with the child's ID. Swap iCloud sign in as required.
