How do I add books to my PC iTunes Library

I have tried everything I read in communities and using google, etc. I cannot add "Books" in the Library list. iTunes is up to date, Version 12.11.3.17.

"Books" is not listed, or for that matter any category, in Preferences, General, or under any heading. And for that matter, when I search the Apple Store, there are no books listed.

I want to transfer a PDF from my PC to the iPhone 8. I did it once before somehow using chrome.

So, how do I add books to the itunes Library?
