If my iPhone screen was damaged and disabled, is there a way to access it to create a backup to iCloud?

If you did not already have iCloud backups enabled on it, no. It's too late.
If you did, and it still has a WiFi connection, leave it plugged into power and connected to WiFi over night and cross your fingers that it can still back up.
