Can’t log into Apple ID

My kids phone is irreversibly destroyed. We want to work on replacing it BUT we forgot the password and we can’t change it because apple wants to send a code to her “safe” phone number…her destroyed phone.

what do we do?

Forgotten appleid password and phone number So my parents gave me his iphone 4s, so i tried to turn the iphone on it turned on, it goes to home screen with no issues at all. but when i want to remove the appleid it asks me the password, i asked my parents and they said they forgotten the password, i tried many passwords but it goes to forgot password screen popup, it asks me the phone number, again i asked my parents old phone number that used in that iphone, but they forgotten the phone number and the phone number is inactive and deleted. how can i remove apple id without password? is reflashing the iphone can fix it?

You might put her SIM card into another phone to receive the code by text.
