What if the Teacher’s iPad is registered under school MDM while the rest of the student which the devices are not registered with school MDM, does this can be done for remote learning?

Correct. They must be enrolled in the MDM to be available in Classroom. Personal student devices may be able to be registered. Check with your MDM for more info.
