releasing device from apple school manager to deploy to another school

Is it true that if you release a device from apple school manager then it can't be added to another schools? This does seem ludicrous. We have a student who has left our school, but has joined another school that has iPads, and we are unsure as to what to do

No. ASM/ABM imply full ownership. If the device is owned by the individual, it should not be enrolled. You can enroll in MDM without having the device in ASM/ABM. Your MDM provider should be able to assist with this. You should place the device in supervised mode using Apple Configurator 2 before enrolling in order to take full advantage of MDM.
