I got a message from icloud. I want to know who can access my phone number from icloud ID? There is no phone number in my directory is saved under this name..

If you have iMessage setup so you can be reached at an email address in addition to your phone number (to check go to Settings > Messages), then someone can send you an iMessage by using your email address. They don't know your phone number.
