Is it possible to exclude one E-Mail account from the "All" Folder?
I need the account to be on my phone so I can get to it once a month if I am on call, but I don't want it mixed up with my other emails.

Hi,
It sounds like we need clarification. Are you referring to sending email using the Mail app on your iPhone and your list of Contacts? Are your contacts not stored in iCloud? If so, you can create a group in iCloud, minus the contact you want left out, and then send to the new group you created.
If we have this wrong, please provide more details so we have better understanding.

Groups in E-Mail Folders?!
I was not talking about Contacts.
I was talking about email. The combined E-Mail Folder called "All".

If we understand, you want to be able to click “All” and it include all but one. There is not setting on a contact to omit them from All. What you may want to do is create a group and omit the one you are wanting to exclude. See Create a group of contacts on iCloud.com for details.

We appreciate you clearing that up for us. We have a good understanding of what you are wanting to do within the Mail app on your iPhone and the All folder.
While setting up a mail rule isn’t possible on the Mail app for iOS, we did look around and see the article Flag and filter emails on iPhone that may help. Flagging it would put a copy of the email in the Flag folder making them easy to access. Or you could flag it VIP, placing a copy in the VIP folder.
Another article you may find helpful is Search for and view email on your iPhone, iPad, or iPod touch, the section “View group emails”. It shows you how to quickly sort emails from the sender.
