Bluetooth pairing

I have an iPad Air 4th Gen and a Jawbone Jambox speaker. The two will not pair via bluetooth. The iPad does not see any devices for pairing at all. However, I also have an iPod Touch (Model A1357) (not sure how old it is) that will recognize and pair with the Jawbone speaker. Is the bluetooth on new devices incompatible with older devices? What needs to be done to pair the iPad Air and the Jambox speaker?

Newer versions of Bluetooth are backward-compatible with older versions. It follows, however, that new(er) devices may not be compatible with older models of iPad. Bluetooth also has “connection profiles” that support different device functionality - and not all profiles will be supported by all devices.
