I live in dark mode on all of my devices, including my iPhone 11 Pro, but when a link is sent to me it appears in a dark blue and is unreadable. This is also the case with many names in my contacts.
Can this be corrected? If not, this is definitely in need of a fix by Apple. Poor execution. Any suggestions?

When viewing the content, as described, it's not hard to see the text. But we see that it might be hard for some people to read with Dark Mode enabled.
Try using one of the Accessibility features, if this is troublesome for you: Adjust the display and text size on iPhone
Specifically try 'Increase Contrast' or 'Smart Invert or Classic Invert' to name a few.
