As the related article at the top of the page indicates..

If you still can't enroll your face or unlock your device with Face ID, take your device to an Apple Store or Apple Authorized Service Provider, or contact Apple Support about your iPhone or your iPad.

When using the link to contact Apple Support.. don't follow the part that says 'get help from users around the world'.. we are just other iPhone users like yourself and the support article indicates there is a problem with your iPhone's hardware..
