apple mail forward rule doesn't include attachments

I see this question asked from as far back as 2015. I have a security camera that sends a series of jpg to me when it detects motion. I want to create a rule in Apple Mail (Big Sur) that will forward that message to my spouse because we are going on vacation, and I want us both to be notified. I have the rule set up and the forwarding part works but only the text is received. The pictures don't at attached. I have turned on Edit->attachements->include original attachments in Reply but this is a forward, not a reply. thanks.
