World Clock

I am not aware of that as a feature. Those cities are coded into iOS. Generally these are the general larger cities in the major time zones. This is not an all encompassing list of cities in the world.

For thought, you could probably use a third-party app --Particularly one made for Accessibility, though I am not aware of one offhand.
