iCloud Photos won't turn off on my iPad — keep getting a 'Turning Off' spinning wheel but never turns off

I'm trying to turn off iCloud Photos as I keep running out of space on my 8th-gen iPad, but I repeatedly get a 'Turning off' spinning wheel that goes on for 20+ minutes, but iCloud Photos never turns off. I've also tried signing out of iCloud completely and deselecting Photos when I sign back in, but iCloud Photos always turns itself back on, and takes up multiple Gigs of space.


This is making the iPad unusable with the lack of storage space -- anyone else having this issue or have ideas how to remedy?

I was able to fix it. Just keep on charge and turn off display timer, let it stay on. Toon a few hrs and went away
