I have an iPad mini when I try and update American Express app it will not let me states I need a higher version but my iPad states I have the current version

What iPad Mini model do you have exactly?
iPad Mini 1, can update to iOS 9.3.5 but no further.
iPad Mini 2 and 3 can update to iOS 12.5.4.
iPad Mini 4 and 5 can update to iOS 14.
The American Express App requires iOS 13 or later, so will no longer work on an iPad Mini 1, 2, or 3.
Not knowing your year and version iPad Mini makes it hard to advise.
Try accessing and logging into the American Express banking Website from a Web browser, instead.
If possible, IF your iPad is older, try downloading a more up to date third party Web browser, like Mozilla Firefox or Google Chrome browsers for iOS/iPadOS, instead.
IF EVEN A MUCH OLDER iPad model, there are virtually NO MORE third party Web browsers left for 8-10 year old iPads!
Available and more popular third party Web browser choices are GONE, now.
If you must use these old iPad models, here is what is left for still updated Web browsers.
