I have an old ipad 2 that i want my daughter to be able to use for basic internet and apps. I cannot login with her apple id it says contact support for help. Card info and address is linked to the account already just cannot signin to downlpad anything or purchase anything.

Since it is saying to contact Apple Support and you mentioned card info this is sounding like it may be an issue with the payment method for the App Store. This issue cannot be self resolved as many times a security risk is involved.
If your Apple ID is locked or disabled - Apple Support
Depending on your daughters age and how you have your Family Sharing set up you may need to contact Apple Support on her behalf.
