I’ve finally figured it out. Under System Preferences → Network → Ethernet/Wi-Fi → Advanced… → Proxies, I had Auto Proxy Discovery enabled.
I don’t use a proxy on my network, but I guess if you allow macOS to discover them automatically, Private Relay gets disabled “just in case” it finds one? Doesn’t make much sense to me 🧐
Either way, unchecking that option fixes the problem. Geolocation websites give me weird locations for my IP address, and Mail loads content privately.
Do you use AdGuard for Safari (the browser extension that comes with a separate app for configuration, but only filters traffic in Safari), or AdGuard for Mac (the standalone application that filters traffic systemwide)?
I only use the browser extension, which shouldn’t interfere with Private Relay (and certainly not Mail Privacy Protection), but still neither feature works, even with AdGuard for Safari disabled.
Both features work fine on iPhone and iPad with AdGuard for Safari enabled, same as you.
Where is private relay, maybe private address? Also why doesn’t Apple address this directly to users? I have update 19B74 v. 15.1 as of 11/3. Thanks in advance, I’m still new to customer service from Apple, haha.

I upgraded to the same release, but the issue is still there on my iPad Pro (12.9) 4th generation.
You’re correct. It went away for about an hour, but returned. It is definitely connected with iOS/iPadOS 15. I wish Apple would stop foisting pre-alpha versions on us and calling them betas.

Do you know what it is about the content which makes Apple Mail unable to load privately?
Turning off the privacy toggles in the mail app didn’t work for me and wouldn’t it be a bit counterintuitive to be turning off privacy which would open up and eliminate… privacy???
Which method affords one greater privacy: loading mail with VPN on and Apple mail privacy off, or loading mail with VPN off and Apple mail privacy on?
