Can I erase all of my personal information without losing some of the apps that are installed?

No. Before selling the device you need to wipe it completely as indicated in the Related Article that is above your post. Apps that you have installed are locked your Apple ID information. You do not want to leave that, and the other person would be prompted by your Apple ID when they need to be updated. Whomever purchases your device can get the apps on their own if the wish.
