What happens if WIFI goes out during transferring information from old mac to new mac? Do i have to restart the process. It says 4 hours remaining and that hasn't moved in 45 minutes

If your connection was interrupted...
I would try again.
A cable connection is much better, much faster and less prone to error compared to a WiFi transfer.
The most trouble free way to move to a new machine, is using the Setup Assistant on the initial boot of a brand new machine— you have one shot here. https://support.apple.com/en-us/HT205749
If that opportunity has past, the second best way is use the Migration Assistant.
