Why aren’t I receiving emails from Instagram to my iCloud mail account are they being blocked ??

It seems you're having some trouble with receiving emails and we can help.
If you think that your Instagram emails are being filtered, you can check the Junk folder. If you're not seeing anything in Junk, check to see if you're receiving any other emails. Can you send mail to yourself?
One thing that can cause you to not receive emails on iCloud is low iCloud Storage space.
What do you see for free iCloud space?
Check your iCloud storage usage online or on any device
