If a child is gifted an iPod and a parent has no apple device how do they setup an apple account
Can an adult with no apple product create an Apple ID. My nephew received a iPod and needs parent account to download anything.

Apple only mentions doing this on Apple devices. Create an Apple ID for your child - Apple Support
You can call Apple and ask. I see various snippets talking about doing various Family Sharing related things on non-Apple equipment but nothing coherent that may help you.
