Looking for a way to put IOS 13 or loader older versions of APPs on an IPHONE6?

An iPhone 6 cannot run iOS 13.

You can however try to get compatible versions of Apps for it by following the steps here: link-> Downloading Older iOS Versions of Apps - Apple Community

There is no way to update a 7 year old iPhone to any version higher than 12. It’s hardware can’t support later versions.
