I have an iPad mini 2 that runs iOS 12 and many of my apps have automatically downloaded earlier versions to accommodate the iOS difference but Netflix just says my iPad is not up to date and it won’t dow load
is Netflix really that awful? Or is there a workaround to this plight ?

No, Netflix does in fact still offer older versions of their apps.
You can get the older version from your Purchased history if you have download Netflix previously on any device that issuing the same Apple ID as the iPad.
