Links to PDF's in recieved emails

When I get a message that contains a link to a PDF, and I select the link, the target of the link is saved as a file in my Downloads folder.

How do I get the target PDF to just open when I select the link, and not save to my downloads folder?

Mac mini, OS X 10.11

I use Mac Mail. I have Adobe installed. Its not a PDF, its a link to a PDF. When a PDF file is attached, there are no issues. It's totally related to links to files, not when a file is attached.

It is a link to a document that exists on the Interwebtubes.

You can't "open" it with anything until it's been downloaded.

If it were a link in a web page, the PDF will generally open in the browser using the default PDF reader. That is not the case with email being read using a mail client. If you access your email using a browser, you'll see the difference.

Yes, it is a link to a file that lives somewhere else. I get that.

I select the link, I want that action (me clicking the link) to open the target file. I do not want to go hunt down a file in a download folder. This is the issue.

Using Mail on the iPad provides the experience I expect. I select the link in the email, and the PDF opens. Why does this not happen on the Mac desktop.
