stop my computer from automatically putting my photos on icloud

Turning off iCloud Drive has no connection with photos saved in iCloud , when photo box is turned on it starts syncing with iCloud Turn iCloud features on or off - Apple Support

You can export photos to desired location Export photos, videos and slideshows from Photos on Mac - Apple Support

And delete photos Delete photos or recover deleted ones in Photos on Mac - Apple Support
