Apple won’t and can’t do that. It’s the iPhone’s IP address Grindr banned. Apple ID not going to help you circumvent a developer’s ban.

I did follow all of the steps but the app provider told me to message Apple because it’s my phone all the data is saved pre to my phone and won’t let me make an account because it’s banned it just connects my first account so can u please just delete all the data I have from Grindr.
