Do I have to make an Apple Store purchase before applying tax exemption, or can I contact Apple to place my certificate on my iCloud/Billing account?
You best check with Apple; we are all other users here and are not privy to Apple's bookkeeping/account maintenance procedures or requirements. Are you a charitable or non-profit institution? Apple should be able to get you an answer.
