My old iPhone 7 plus is back in use as I had to RMA my iPhone 11
Both phones show poor WiFi performance with the speedtest app
my iPad Pro 12.9 shows full speed so what is up with my iPhones?

It could very well be interference with the wi-fi channel on the router. Are you using the same test server on both phones and the iPad? There are many variables when it comes to wi-fi and it is very difficult to match tests on multiple devices. Try resetting your modem and your router and test again.
