If by “reactivate” you mean taking the phone out of Lost mode, look at “Turn off Lost Mode on an iPhone, iPad, iPod touch, or Apple Watch” section on https://support.apple.com/guide/icloud/use-lost-mode-mmfc0f0165/icloud. If by “reactivate” you mean reactivate with your carrier, contact your carrier directly.
