how do I download photos from icloud to pc

When I Log in to iCloud in my pc google browser and navigate to the photos I want, select them, and select the download button on the top, I can't find them in my Download system file, or in my Photos file.
1) Where did they go? 2) Is their a way to drag them instead of all those steps?
I have downloaded the iCloud app to my Windows 10 laptop but when I open the iCloud folder in File Explorer, not even 1/4 of the pictures I know are in iCloud show up in the folder. I want to download them all and then delete my pictures out of iCloud. I us OneDrive for my cloud storage.
Log in to iCloud in your browser, navigate to the photos you want, select them and select the download button on the top. Multiple pictures will be stored in a zip file.

You can access your iCloud via Browser from PC or Mac.
I did this on my PC - Windows 10 - & it won’t allow me to view the images. Could someone help shed some light?
What do you mean by 'won't allow'? Do you get a message stating that or are there no photos?
