iPad will not connect to printer via bluetooth

Our giving kiosk uses an ipad as its user interface. We updated it to ios 14 (the previous home button set up was MUCH better). When someone makes a donation, the kiosk is supposed to print a receipt. The printer connects via bluetooth. Not any more.

Bluetooth is on. Ipad has been rebooted numerous times, both cold & hot. On the bluetooth screen it shows it is on. "Custom Dongle" appears along with the pinwheel. Sometime it shows a device but usually it does not. When it does it throws out a four digit code for about 2 seconds which then disappears. There is no place to enter the code. The pinwheel keeps spinning.

The credit card reader, which is connected via the earphone 3 mm port, works just fine.
