iTunes is updated, PC and iPad rebooted, still won't update. iPad has about 15GB of space left on it but every time I try the update it throws a 4000 error code. Any ideas on what I can do to get it to update to the latest iOS?? And yes I tried through Wi-Fi and that didn't work either.

Well it took 3 more tries but it finally worked. Wi-Fi bombed. Tried it through my PC and my first try with password disabled on the iPad bombed. Last attempt was without my VPN running on the PC and I disabled Norton antivirus as well. Finally it updated. I'm not sure which program caused the issue but it worked.

See If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support. If you're trying to update using iTunes try over the air instead, or vice versa. For the -4000 error try temporarily removing the device passcode, update, then set a passcode again.
