When I try and pair my Apple Watch it just says please continue set up on iPhone but when I try it on my iPhone it just makes the camera come on and so nothing works

This is my watch, haven't worn in about a year and received update on my phone and it said I needed to update my watch so I charged my watch and then it was asking me to pair my watch to my iPhone... and then I am stuck in this circle.
I wanted to thank you for trying to help, I did the old shut down and re-start on my watch and then I could pair it, not sure why it was locked on that screen but I am up and working again, thanks again!
Is this a watch you just bought off somebody?.
