I can’t finish the iTunes restore on my kids iPad before the 15 minute time out.

So the device will come out of recovery mode after 15 minutes. If iTunes or finder is taking longer than 15 minutes to install the software look at your internet connection. Move closer to the modem or do a direct hardware connection to Ethernet
