Can I go to service centre to fix the issue, they will charge some amount or not?

Only the Apple technician, after evaluating your iPhone, can provide with an estimate for any repairs that it may require. If it is out of warranty, then any repairs will come at full cost to you.
Maybe before you go, you can tell us what the issue is with your iPhone and we may be able to help you avoid any repair costs.
Is what it is related to the support article you came here from? That is, you see a restore screen on your phone? If so, what have you tried, so far yourself, to resolve this so that we don't try offering you potential solutions that may not have already worked for you?
