How do I download apps to my new phone under a new Apple ID from my old phone under a different Apple ID?

You can't download apps that were previously purchased using a different Apple ID. Those purchases are tied to the old ID. You can try setting up Family Sharing between the IDs if you want to be able to share purchases made with the IDs.
